It bans the purchase of foreign equipment for investment projects unless a special exemption is obtained. The measures apply to European goods, even though EU states have not imposed any such ?Buy Europe? clause of their own. EU producers of wind turbines have already been excluded from a $5bn wind project, whether or not they have factories in China."

  • U.S. GAO - Sovereign Wealth Funds: Laws Limiting Foreign Investment Affect Certain U.S. Assets and Agencies Have Various Enforcement Processes: "Foreign investors in U.S. companies or assets include individuals, companies, and government entities. One type of foreign investor that has been increasingly active in world markets is sovereign wealth funds (SWF), government-con trolled funds that seek to invest in other countries. As the activities of these funds have grown they have been praised as providing valuable capital to world markets, but questions have been raised about their lack of transparency and the potential impact of their investments on recipient countries. GAO's second report on SWFs reviews (1) U.S. laws that specifically affect foreign investment, including that by SWFs, in the United States and (2) processes agencies use to enforce them. GAO reviewed policy statements, treaties, and U.S. laws, and interviewed and obtained information from agencies responsible for enforcing these laws. GAO also interviewed legal experts and organizations that track state foreign investment issues."
  • Schneier on Security: Cloud Computing: "IT security is about trust. You have to trust your CPU manufacturer, your hardware, operating system and software vendors -- and your ISP. Any one of these can undermine your security: crash your systems, corrupt data, allow an attacker to get access to systems. We've spent decades dealing with worms and rootkits that target software vulnerabilitie s. We've worried about infected chips. But in the end, we have no choice but to blindly trust the security of the IT providers we use. Saas moves the trust boundary out one step further -- you now have to also trust your software service vendors -- but it doesn't fundamentally change anything. It's just another vendor we need to trust. There is one critical difference. When a computer is within your network, you can protect it with other security systems such as firewalls and IDSs....
